I Think Franklin Mall's Collapsed Sale Is Great News for Its Receiver

Dean Adler walked away from his $100 million plan for the mall, and the receiver running it is leaving it off the market for good.

Franklin Mall's occupancy dropped from 65% at the end of 2025 to 40% today, and the mall is no longer for sale. Developer Dean Adler bid more than $60 million last April for the Northeast Philadelphia property, then called Franklin Mills, with a plan built around a youth sports complex, a hotel, a water park and roughly 250 units of workforce housing. By summer, Adler wasn't going to close. The receiver running the mall, OPEX CRE Management's Brenton Hutchinson, told the Inquirer the deal never got near a real transaction.

Simon Property Group lost the mall to court appointed receivership after its appraised value fell from $370 million in 2007 to $76 million in 2024. Hutchinson pulled the property off the market entirely, saying the lingering headlines about an Adler sale were actively hurting leasing. A tenant doesn't sign a long lease with a mall that looks like it's about to change hands and change plans.

I think that's the right call. A splashy $100 million redevelopment headline sounds great until you're the tenant trying to negotiate a five year lease against a buyer who might tear the whole thing up. Hutchinson says tenants are still willing to sign short term, and that tells me the real estate still works. The uncertainty was the problem.

Councilmember Brian O'Neill reportedly opposes both residential and industrial use on the site, which leaves this mall stuck between what a receiver wants and what City Council will approve. Anyone circling this property needs to read the zoning fight before the real estate.

Why it matters

A mall under receivership with a stable tenant base beats one chasing a headline deal that might fall through. Lease with the operator who's actually there.
