That Zoning Invoice in Your Inbox Might Be Fake, a Warning for Every Philadelphia Commercial Real Estate Developer

Philadelphia Business Journal reported that developers moving projects through the city's approval process are getting hit with a phishing scheme: fake invoices, impersonated officials, and demands for thousands of dollars in bogus fees. The FBI's Internet Crime Complaint Center flagged the identical pattern nationwide back in March, describing criminals impersonating city and county planning and zoning officials and asking victims to pay by wire transfer, peer-to-peer app, or cryptocurrency.

What makes this one work is accuracy. The IC3 alert notes the messages carry accurate permit details, meaning whoever is running this pulled real application numbers and dates off public zoning filings before sending the invoice. A developer checking the email against what they're actually waiting on finds it lines up, because it was built to. Every project with a live application in front of L&I or a zoning board is a target, even a small one with no name attached.

The fix costs nothing and takes longer to explain than to do. Never wire, Venmo, or send crypto for a permit or zoning fee. City and county fees get paid through the official portal or in person. If an invoice lands in your inbox instead, forward it to your actual city contact and confirm before anyone touches it.
