Most sites that look right for a daycare fail on licensing before they fail on rent. I check outdoor space, square footage per child, egress and fire code against state requirements before a site goes on your shortlist, so you are not negotiating a lease you cannot get licensed.
Zoning use varies block to block and municipality to municipality around Philadelphia, so I confirm it early. I also map enrollment radius and existing centers nearby, and walk the site during drop-off and pickup hours to see whether the traffic pattern actually works.
